Michael Maxwell
A Senior Policy Analyst for Homeland Security for Representative John Culberson and an Appropriations Associate with the House Homeland Security Appropriations Subcommittee, Mr. Maxwell is a law enforcement veteran who served as the Director of the Office of Security and Investigations at U.S. Citizenship and Immigration Services from 2004-2006. In his capacity as Director of OSI, Mr. Maxwell identified national security weaknesses in immigration policy, corruption in the employee workforce and threats to the integrity of the immigration system itself that were later verified by the GAO, DHS Inspector General and through congressional hearings on subjects including DHS IT Security and Comprehensive Immigration Reform. Mr. Maxwell has testified on Capitol Hill in both open and closed sessions regarding immigration, terrorism, and counter-intelligence matters and is a qualified expert witness on terrorism. Mr. Maxwell is currently organizing a research project to review thousands of pages of US federal government and military documents for analysis, and interviewing federal witnesses, leading to the release of multiple Congressional reports on the "true-view" of Border and Immigration Security.
